Some belive that charity is for the realm of government.

They believe that everybody should be regulated and taken care from cradle to grave by the government and they show their charity by paying their taxes.

Jesus was not talking to caesar and telling him to provide for the poor by taking from the rich. Jesus was talking to all who would listen about personal responsibility and charity of the individual.
