How is gazing with lust like adultery?
Gazing with lust is like adultery because the thought involved in such gazing is imagination of adultery. A good example is the story of King David and the Berthsheba (wife of Huriah). David saw this woman when she was bathing. then he ordered to be brought and he committed adultery.

Why did Jesus instruct his followers to react passively when attacked?

Because its sin to pay evil for evil this was also to enhace His teachings of beatitudes, "Blessed are the gentle for they shall inherit the earth and the peacemakers for they shall be called children of God.
