"Was Jesus trying to incite his death (eg. temple cleansing, accusation of leaders?)

to some extent he was.. First it was palm sunday which got the jewish leaders very upset, then he went to clearing the temple and finally the accusations.. He was getting in their way so they had to find a way to get rid of him. Before they did want him dead but because of him actions in his final week, they were more upset and really wanted him dead.. So jesus knew what was going to happen to him but still did not run away instead he was more brave and used his work which was to tell people the truth about the Kingdom of God to incite them into doing what they did to him.. He knew he was going to be crucified and betrayed.. All he needed to do was continue doing God's work and out of anger from the others the rest of the events would follow automatically.

Why did God allow John to be beheaded by Herod?

Because his earthly mission was accomplished and God honours those who sacrifice their lives for His name's sake and here John had to say the truth regardless of the position of the king's wife, God allowed him to be beheaheded but he will be there with Jesus in heaven when all things become new.
