God knows and sees everything even what is in our hearts obvious He must have known peter better and more especially that Peter repented unlike Judas, He must have had confidence in him, he was blessed as in even the truth being revealed to him about who really Jesus Christ was

Why did Jesus invest so much in Peter even though He knew that Peter would deny Him?
Peter was going to be used by God, regardless of his character, attitude, or disposition to bring about a mighty wave of change in the history of the church. There was absolutely nothing Peter could do to change God’s purpose for his life. Peter proudly told Jesus that he was ready to die for him. But Jesus corrected him. He knew Peter would deny that he knew Jesus that very night to protect himself. In our enthusiasm, it is easy to make promises, but God knows the extent of our commitment. Paul tells us not to think of ourselves more highly than we ought. Instead of bragging, we should demonstrate our commitment step by step as we grow in our knowledge of God’s Word and in our faith. Peter’s future work was already laid for him, as we can see when we read – “Now I say to you that you are Peter (which means ‘rock’), and upon this rock I will build my church, and all the powers of hell will not conquer it. And I will give you the keys of the Kingdom of Heaven. Whatever you forbid on earth will be forbidden in heaven, and whatever you permit on earth will be permitted in heaven.” Matthew 16:18.The rock on which Jesus would build his church has been identified as (1) Jesus himself (his work of salvation by dying for us on the cross); (2) Peter (the first great leader in the church at Jerusalem); (3) the confession of faith that Peter gave and that all subsequent true believers would give. It seems most likely that the rock refers to Peter as the leader of the church (for his function, not necessarily his character). Just as Peter had revealed the true identity of Christ, so Jesus revealed Peter’s identity and role. Later, Peter reminds Christians that they are the church built on the foundation of the apostles and prophets, with Jesus Christ as the cornerstone (1 Peter 2:4-6). All believers are joined into this church by faith in Jesus Christ as Savior, the same faith that Peter expressed here (see also Ephesians 2:20-21). Jesus praised Peter for his confession of faith. It is faith like Peter’s that is the foundation of Christ’s Kingdom.
