Does Jesus believe lowly people are valuable? How valuable?

A big fat yes, Jesus came to us to save the sinners. Not the one that have already been saved or of good standing with God. This is part of Jesus`s teaching to give freely and with joy in your heart. To treat all with the same respect as you would Jesus. Point and case ( John 14:10 - 14) followed by ( John17:20 - 26 ). We are in Jesus as Jesus is in God. With regards to how valuable we are to Jesus - well the fact that he died a humiliating death for us. ( The ultimate sacrifice - Yes for you! )
