Jesus fulfills the law  by obeying the law and preaching the law.The only He did away with was the old traditions and customs of the old testament such as sacrificing animals for atonement.It is very clear in this passage that he changes or takes away nothing from the commandments. Man only welcomes the acceptance of change like in the Catholic Church who altered the commanments to apease their sinful and selfish ways
