Yes,this is because when he came,he changed our relationship status with the father by amending the old testament law which if not for Jesus intervention could have been so difficult for us to abide on.He gave his precious life to demostrate his undiluted love for mankind.Just as Scott Dudley said,love without practical example is yet incomplete irrespective of every other involvement.Jesus gave his life as a practical example towards this new commandment.Jesus described this as a New commandment because it came into existance during his time on earth.
