Does Jesus believe lowly people are valuable? How valuable?
Yes He does.  Because rich or poor he created us in his own image and he loves us not the 'cclass' we find ourselves in. Jesus believes lowly people are valuable because when he reaches out to them they see his glory in their lives and dont assign it to either their riches, knowledge or strength.  They give Jesus the glory he deserves for the things that happen in their lives and that makes them valuable to Jesus

Does Jesus believe lowly people are valuable? How valuable?
yes, Jesus does value the lowly people. Jesus didn't turn away the children, the poor, the paralyzed, the leper, the cripple, the tax collector, the prostitute. These were the ones who knew they were sinners in need of help. The self-righteous won't accept that help because they don't think they need it. Jesus had compassion on the multitudes, saying they were like sheep without a sheperd to lead them. How much did Jesus value the lowly people? He valued us so much that He willing died for them.

Why did Jesus tell the man to take up the mat and walk, even though Jesus knew this violated what the Jews permitted on the Sabbath?
Jesus knew he violated the Jewish law by healing the man but because here was a man who had waited for the past 38 years to get into the pool since according to him he had no helper to assist do so. Jesus as his helper realised that this man had been tormented for so long and that healing him on the sabbath and putting joy in his life was of more importance than observing the Sabbath and leaving the man in agony for the sake of the Sabbath.
