Why does Jesus place commandments to actively love above commandments to refrain from evil (thou shall notâ€¦)? Note: Jesus answered with two quotations from the Jewish law about loving God (Deuteronomy 6:4), and about loving neighbors (Leviticus 19:18).

If you love something you wouldn't like to do any evil to that thing. Love conquers it all. Besides, if one loves God he will do the things that conform to God's will and will automatically refrain from evil. Evil cannot be overcomed if one does not have a heart of love.

What actions of the scribes did Jesus warn against? Do we have people who act like this now?

It must be noted that understading of the Bible comes from the Holy Spirit and not man. If only the people understood what the Spirit said they wouldn't have come up with such a thought. Whatever happened, is happening and will happen can be found in the Bible. There are indeed still people who have been swallowed in pride and greed. They are lucky to be warned of greater condemnation. I guess they still have time(chance)to repent.Unlike in the olden days where instant judgment was common.
