They should have respondee with faith by praying and commanding the storm to be still. Why did Jesus seem to discourage the Scribe and the disciple from following Him? Didn`t He want these two to join Him?

Why did Jesus seem to discourage the Scribe and the disciple from following Him? Didn`t He want these two to join Him? Jesus wanted them to know that following him is a serious thing,not something you do because you see others doin but its something you prepare for.
