By the time Jesus came, love had already dearted from the world. He then had to rebuild His Kingdom, teach,direct show what love is, how to love,the benefits attached to it, the loss without it and Gods love as in John 3:16,followed by this "New Commandment" bcos old things are passed awayall things new.This has to be mandated by God through Jesus Christ for a glorious living on earth before being translated to Heaven - Paradise.this is the reason.
