If the world hates those who testify that its works are evil, why didn`t Jesus deemphasize this portion of His message?

Whatever people might say about Him, Jesus's job is to proclaim He who send Him and that is - to preach the gospel and perform miracles - even unto death.

Does Jesus believe lowly people are valuable? How valuable?

Yes lowly people are valuable in God's eye. Jesus belived they are valuable in his fathers's eye,so he give us clear example on how to befriend and promote those lowly people. Those people are valuable because God already had blessed them richly in heaven, even they can't repay you for favour, God who know what you did in secret will surely repaid you at the resurrection of the righteous.
