Why did Jesus instruct his followers to react passively when attacked?

Well, aggresiveness, fighting & anger is just not Jesus ways of dealing with others. He suggests humility, kindness & happiness as a better trait to get by in this life. So acting passively when attacked will not start a fight.

Why is it evil to use oaths?

It is evil to use oaths because God told us not to do so. Sometimes when we use oaths against each other, we let bad things happen to that person.
