Jesus was referring to His mission/purpose on the earth. He was sent by our Father to teach others about His Father's truths and the miracle of salvation available to all you believe in Him. I don't believe His mission on earth willo ever be finished as long as His followers continue to spread the Good News and set an example of "His" way to live.

When Jesus said, "it is finished", what did "it" refer to? That is, what was finished? Jesus' purpose of coming to the earth to save us from Hell was finished, in accordance with scripture. Blessings.
