Why do you think the priests, scribes, elders did not answer Jesus?

They did not answer Jesus because they knew that whatever answer they gave it would be used against them, either by Jesus or by the masses. They did not want to accept the fact that Jesus was who He said He was/is or that His authority came from God the Father. They believe and some still do today that the Messiah would be of earthly noble birth with riches and mansions and fanfare to boot.

What was in Jesus` heart that made him weep as he looked down on Jerusalem?

Jesus wept because He knew beforehand what was going to happen in Jerusalem and what He would shortly endure for our salavation and the people who were there rejected Him, rejected His love and the Gift that He was offering them, the gift of salavation and a place with Him in eternity.
