Why does Jesus call "Love One Another" a "New" commandment?

In the old testament we see eye for eye, teeth for teeth but Jesus said love your enemy and pray for them. "Beloved, let us love one another, for love is of God; and everyone who loves is born of God and knows God. He who does not love does not know God, for God is love." - 1 Jn 4:7-8

Does Jesus believe lowly people are valuable? How valuable?

Jesus believed that all people are equal and he loves all whether they are sinners or righteous. He especially is more compassionate towards those whom the world considers lowly. He forgives all who seek his forgiveness, the tax-gathers and the sinners were valuable to Him as they wanted to hear Him. The children who were brought to Him he considered very valuable explaining to His disciples that taking care of them is equivalent to caring about God. Jesus considered the poor widow’s offering of much more value than all the offerings of the rich people. In His exemplified life He showed humanity how to treat women (when he talked to a Samaritan woman) He advised the Pharisee leaders to feed the poor and handicapped to gain blessings. He believed that lowly people are valuable as they come seeking God.
