Yes, Jesus believed that ‘lowly’ people are valuable. But his definition of ‘lowly’ was different, it included people from the poor and the rich, who are meek, weak, humble and sinners. 

Remember Jesus is God and is responsible for all His creations and in particular the ones who acknowledge Him and His power. He has never made a distinction between the rich, the powerful and the poor. All that he requires from us, is to have a ‘lowly’ heart and be ever helpful to other living creatures and always believe and acknowledge Him.

Yes indeed for Him, being 'lowly' is very valuable.
