A commandment makes any statement an order which no one wants to disobey.To love each other is not an easy task as it is said`.The man who is always self centered and self oriented finds it extremely difficult to love another person the way he wants to be loved by others..And even if he loves , it will not be genuine for the emotion of `lust` is mixed with it..In short, man is materialistic..
Jesus made this mandatory to man so that he obeys his teaching..hence it is been said as a command.

Why does Jesus call Love One Another a New commandment? Jesus call Love one another a New Commandment because, hatred and sins increases on earth very fast. People love for each other decreasing. Human love become lesser and lesser. So God gives this new commandment. God is Love and those who believe in Him must dwell in Love. In order to spread the Gospel we need to have love first. Without love it is fruitless to do ministry.
