Yes, Jesus Believe Lowly People Are Valuable.  He healed lepers and even the Gentiles.  He ate with the tax collectors and He says " For I have come to call not those who think they are righteous, but those who know they are sinners."  Matthew 9:13 Jesus has compassion for All.

The extent of the valuability can be seen in Matthew 12:11  that tells of a sheep that falls into a pit on the Sabbath and a parable on the Lost Sheep Matthew 18:12~14.

Compassion means feeling for a person.  It could be pity, sad, sorry and hurting.  And there is this desire to help this person so that we could ease or stop the sufferings.  The compassion shown by Jesus is great in that He has compassion for all, whether they are good or bad.
