They couldnt answer in both ways because the teaching of the Pharisees and the Scribes was on the contrary to Jesus' teachings. If they said that John's baptism was done in heaven, then, they would be condemned for not believing Jesus. If they answered, it was men, then again their belief would be wrong because they assumed that John was a Prophet.
