John was of the earth and was not able to baptise with the "Holy Spirit". Jesus was from Heaven and bought the "Holy Spirit" to earth for the first time.

Jesus did pass this power onto to his disciples and eventually to us through his Church.   

When one is baptised, in water and the spirit, he/she receives The Holy Spirit but each still needs to decide if they want this gift.

The changes in a person who wish to follow Jesus and use this gift will lead to differences in their reactions to the ever presence of God which leads to changes in them and their reaction to others.

Nobody is the same and everbody's path is different.
