The wise and intelligent would be self confident that they know everthing and feel that they do not need to change.

A child or the poor are in need of enlightment and want to embrace change.

The wise may say "why fix anything that is not broken" but a child will want to lean and use knowledge to help him. 

Jesus was disappointed at the reaction in Chorazin and Behsaida as a result of mighty works performed by him.

The people probally enjoyed the show but failed to realise the meaning.

The meaning to be found is that Jesus has left the Gospels which proclaims the rewards for just believing in Jesus and changing our lives and yet we ignore the messages, at our peril.
