As I read the scriptures there is no doubt that we are loved by God. TO be loved by God means that it is an unconditional, unwaivering, undeserved, everlasting kind of love. God is love! He doesn't just say that he loves us, but shows us. The ultimate demonstration of love was in John3:16 

When we trust in the love he gave to us through his mercy and grace we are open to see his unfailing love in action all around us.

What Jesus mean to be loved by God, is to keep His Commandments, you shall abide in his Love. John 14:21 said whoever accepts his  commandments and obeys them is the one that love Him. so if you obeys all his commandment He will love you.

What does it mean to be loved by Jesus?
To be loved by Jesus means no matter how much you have sinned he still loves you and would still shower his blessings and graces on you.

To be loved by God means to have a close personal relationship with him. You will know God and fellowship with him. You will have Gods love and protection forever. " No one shall snatch you out of his hand."

Does Jesus believe lowly people are valuable? How valuable?
 Yes jesus believe the lowly ones are the ones who needs him the most and ask for so little or nothing. He works best when things are a mess. They give him their all and have nothing for themselves. Their more will to give than to receive.
